Built in 1953 by Budd in Lot #9613-135 as AT&SF 48 seat leg rest chair #2838, 1 of 45 such cars (#2816-#2860) built in that Lot, which was ordered in September 1952; cars were delivered between September and December 1953. In 1971, Amtrak acquired 42 of these chairs as #4810-#4828 and #4850-#4872, the #2838 as #4851. In 1980, Amtrak converted 40 of these chairs to HEP as #4700-#4739, the #4851 was converted to #4735 in June of that year. In 1995-1996, Amtrak rebuilt 18 of these chairs to center door baggage-express cars as #1702-#1708 and #1710-#1720, the #4735 was rebuilt to #1717 in February 1996.
